A few minor nits (which probably don't need to be fixed right now and
might be better handled by the RFC Editor post-WGLC):

   - The references to sections of RFC8446bis in the Introduction read
   weirdly to me. The source Markdown makes it clear that this is a failure of
   the renderer to produce consistent semantics, as direct RFC references
   produce [brackets] which can be read fine as either prose or
   parentheticals, while section references produce prose. I suggest manually
   encapsulating the references in (), so that it renders as "This document
   defines key establishment options for TLS 1.3 via the existing
   supported_groups (Section 4.2.7

   Section 6) refers to the "TLS Named Group (or Supported Group) registry"
   while referencing Section 6 of RFC9847 which itself calls it the "TLS
   Supported Groups registry". Is there a historical reason for the "Named
   Group" variant, or can these all just be the same?
