Yup. It's not a perfect solution. In fact, we're still searching for a good solution. The problem is that the order in which TMDA checks various types of addresses is pre-determined. Since we want to preserve the ability to "revoke" addresses (keyword, sender, etc.), we need to check the filter file first to see if you've blacklisted a particular address. Only if there is not a match do we go on to check tagged addresses. If we reverse that order, you wouldn't be able to revoke keyword and sender addresses at all. We haven't yet come up with a good, general mechanism that will solve all the ordering issues.
