No, it's a problem I need to fix. See below.

This is the problem. What's happening is that when you receive a
message with a BIG5 encoded subject, TMDA is unable to decode it
because you don't have the ChineseCodecs package installed.

This is a bug, because you shouldn't have to have ChineseCodecs
installed unless you want to use Chinese in your templates (which you
don't).

For a temporary fix, you can remove the %(subject)s from the Subject
line in your template, changing it to just 

  Subject: Please confirm your message

or something similar.
