I am also new at this tmda stuff, but I think I can help. I
ran into the same problems. I have created the ~/.tmda
directory myself. Same with resepect to the files. With
respect to the layout, I have simply been usingweb site to
figure out the basics, like ~/.tmda/list and ~/.tmda/filter.
Then I discovered that when tmda-filter ran the first time, it
would create other directories that it needed which were not
already in existence.

With respect to the ~/.tmda/crypt_key file. the tmda-keygen
will create the key, but it is up to you to create the file
with the key in it. tmda-keygen sends the key to the stdout.

I have found the documentation to be very helpful, if you know
what you are doing. At first I found it as difficult to work
with as you have. I would LOVE it if someone where to write a
HOWTO to help folks like us to get up and running.
