No, TMDA doesn't decode mimeparts in order to do content filtering. I
don't think this would be worth the extra overhead.

TMDA has limited content filtering capabilities, but this isn't what
it is meant to do. If you really need this ability, you might run a
more advanced content filter to catch these messages before the
message hits TMDA.
