Is there a way to set up TMDA so that if I delete a message from the
quarantine, and then the user confirms, the message can get released anyway?

I periodically delete my queue after scanning it. It occasionally traps
legitimate messages that won't get confirmed (like shipment notifications).
Because of this, I sometimes accidentally delete a message I should have
kept, but I find out because the sender complains that they get an error
when they try to confirm.

I'd like for "delete" to mark the message as deleted but not actually delete
it (for some period of time), so that a subsequent confirmation will still
release the message (rather than generating an error). Messages marked for
deletion should not appear in the quarantine.
