By using the terms "quarantine" and "queue" I'm assuming you are
referring to the "pending" directory in which the held messages are
stored.

If that's the case, then my first suggestion would be to set a policy
of not deleting these messages before a preset time. For example,
messages are not removed from my pending area for 14 days, which gives
people plenty of time to reply. IF someone attempts to reply after that
time and gets an error message (which by the way has never happened to
any of my users) then they should have no problem understanding that
they would have been expected to reply some time within 2 weeks of
sending the message.

In short, the answer to your first question is NO. If you delete the
message and the user still confirms, then the message cannot still get
released because there is nothing there to release.
