The filter rules are "first match wins". If you have your domain whitelist before the blacklist in the incoming filter, TMDA sees the whitelist match and performs the whitelist action, then stops processing the filter list. If you want blacklisted addresses to be excluded even if they match a domain whitelist, the blacklist has to come first in the filter list.
