If TMDA accepted valid keywords before running through the filter rules, then there would be no way to revoke a keyword once a spammer got a hold of them. The filter must be run first and then if no other rule applies, TMDA accepts the message based on the validity of the key. If you want these messages to get through regardless of other rules, then add a rule before your viagra|ginseng|penis test which allows anything sent to that keyword address.
