Not sure this is actually what you want, but if you want all mail that
doesn't match a filter to simply sit in the pending queue without
generating a confirm, you can add the following to your .tmda/config :

ACTION_INCOMING = "hold"

The "to" rule is a little non-intuitive (in my opinion).  If you're part
of a mailing list, for example, it often won't work.  I can never
remember the exact rules, because I simply don't have a strong enough
understanding of the ins and outs of email.

What probably will work is a line similar to:

headers '.*for \<[EMAIL PROTECTED]>.*' ok

But that's probably not the "right" solution, and it's much less
efficient than the "to" rule.
