This is explained at the top of http://tmda.net/filter-sources.html It might help to remember that incoming 'to' entries match the final recipient address as your MTA's local delivery agent is delivering the message to you. For example, if you subscribed to the tmda-users list, the _final_ recipient address is [EMAIL PROTECTED], not [EMAIL PROTECTED] I agree with you that this is non-intuitive. Most people assume 'to' refers to the address in the 'To:' header ([EMAIL PROTECTED] in our example). I think this stems from the fact that most people don't understand the difference between the envelope sender and recipient addresses defined during the SMTP transaction[1], and those in the rfc 2822 headers of the message ('From:', 'To:', 'Cc:', etc). These may or may not be the same. The envelope information however is much more reliable, which is why TMDA caters to it.
