I don't understand this.  Are you referring to messages that you post
to Gmane (through a news-reader) and simultaneously CC to someone
else?  tmda-sendmail (and thus your outgoing filter) don't come into
play with news postings using NNTP.  Or are you posting to Gmane
through a mail gateway?  If so, you could use two different rules, one
matching the mail gateway and the other being the default, the last
rule in the outgoing filter.  tmda-sendmail looks up each CC'd and
BCC'd address separately in the filter and modifies a separate copy of
the message accordingly.
