If TMDA is not involved in the delivery to postmaster, then it looks like it's a qmail/vpopmail issue. Does 'ps' show qmail-local trying to deliver double-bounces still? If it is still doing so, what program is it running to do the delivery (if any; it might be doing the delivery itself)? What does your <domain>/.qmail-postmaster file say? What are the contents of the postmaster's directory? Do the permissions look ok? In other words, can qmail (running as the vpopmail user) actually deliver messages to postmaster's Maildir? If you can get us this information, we can try to track down what's wrong.
