I don't believe this is possible, unless "X-TMDA: bare" has a special case for not splitting. The reason is that you generally need to treat each envelope recipient differently (e.g. whether to use a bare, explicit, or tagged address for the envelope sender). Since what you're trying to do is very much an edge case, I'd be very surprised if there's any support at all for that.
