I don't know the exact answer.
But, why are you setting this value to zero? This means no challenges will ever be sent out of the system (assuming that setting worked for you).
If you want to do this, simply don't set TMDA's default to challenge messages. For example, see:
http://www.tmda.net/config-vars.html#ACTION_INCOMING
and set that value to (say) "hold" instead of "confirm", and say "hold" in your filter instead of "confirm".
