Setting this to 1 or any low number is not a good idea.  With this
set so low, you can easily lose email.  Here's the scenario: I send
you three emails before I get the confirmation back on the first
email.  I will not get any confirmations from the 2nd & 3rd emails.

When I confirm the first email, my first email gets delivered to you.
My 2nd and 3rd email will stay in your pending queue because I
never got confirmations for them, and confirming the first email
doesn't release the 2nd and 3rd email.

Set the number high.  It's meant as a failsafe against mail loops.
It's not meant to do what you're trying to do with it.
