According to the following link to the TMDA-Users archive some of the TMDA
tools have been enabled to work under a windows environment as of the 1.1.4
unstable release, though tmda-ofmipd was not one that I saw in the list.

The linux mail server which runs tmda on incoming stuff for me is not 
owned by me, and I don't think the people who run it would appreciate me 
opening extra ports for my own use.

At present tmda-ofmipd runs locally on my own linux box (which isn't 
practical for incoming as it's on a dialup link), but I'll be needing to 
work off a windows laptop for a month or two soon.

I can get by not using tmda's outgoing features (I can use tmda-cgi to 
generate addresses for anything really essential), but it would be nice 
not to have to!
