Although this incoherence has the advantage of being MUA-independent.
As opposed to doing the tagging in the MUA.

True.  However, why does this matter?

This seems limiting, particularly when composing a message to
multiple recipients, each of which will probably receive a different
tagging.

Let TMDA do this work for you.  Once you have your outgoing filter
setup correctly, TMDA will just "do the right thing" when you send the
message.

I still fail to see why you need to know how the message will be
tagged before you send it.  As I said, your outgoing filter will make
sure each recipient gets the correct tagging, and you won't have to
think about this.
