Actually, if X-TMDA is used at all, the outgoing filter is ignored.
It's a complete override.  Perhaps we should do that differently when
'default' is used on the X-TMDA field (check the filter first then use
ACTION_OUTGOING).

The default action, I suspect, is rarely used and we might not have
the right behavior worked out yet.  In fact, you may be the first
person to try it (beyond my initial testing).

I have developed a system much like he described.  I don't use sender
addresses and only rarely keyword addresses (for announce-type lists
that I want to allow through with a minimum of hassle).  All lists and
unwhitelisted destinations get dated addresses; all whitelisted
addresses get a bare From:.  That's it.  It's really simple.  Once you
decide to add a correspondent to your whitelist, they automatically
switch to bare from dated.  No fuss.
