But this isn't true. TMDA doesn't downcase the address before adding
it to CONFIRM_APPEND. It leaves the address exactly as the sender has
intended.

I disagree. Too error prone, and too inconvenient for the user. TMDA
users use a variety of tools and scripts to build their lists of
e-mail addresses, and it would be a major pain to have to introduce
the additional step of lowercasing into each of them.

I don't think anyone was suggesting this, it's just sometimes better
to be more explicit in the face of uncertainty to reduce
misunderstanding. No need to get bent out of shape.
