tmda-ofmipd isn't limited to root-only use. Even if the .init and
associated files are managing tmda-ofmipd on the system, a
non-privileged user will still be able to use tmda-ofmipd in
"personal" mode if she so chooses.

So, it shouldn't be installed in /usr/sbin as most users don't have
that in their $PATH.
