I've considered this in the past, but the question is how, without it
becoming a major PITA.  I make releases no more than every 2 weeks, so
I think posting patches to tmda-users is sufficient to get users
through to the next release.  It doesn't happen that often really.

I think this happens more with tmda-cgi because it's less mature than
the rest of TMDA.  Would it be easier for you if tmda-cgi was
uncoupled from the distribution so you can make releases on your own?
