I don't see the correlation.  If people want to use tmda-cgi, they
will download it.  It might even help its maturity if Greg can make a
new release whenever he likes.  Release early, release often.  I'll
let him make the decision though.

Another thing to consider is that TMDA is approaching a level of
feature stability, and new features will eventually be "frozen" as
we approach the 1.0 release in May.  The 1.0 branch will have no new
features, only bugfixes.  tmda-cgi may not be ready to do this.

I will start an "unstable" 1.1 branch so we can continue to experiment
and add features, but I don't want the tmda-cgi in 1.0.x to become
obsolete because it wasn't ready for the feature freeze.  If tmda-cgi
is unbundled, then there no such dilemmas.
