Actually, I believe Rock-Steady is a term used to perceive something as being solid and immobile, plus I've heard the word Bebop used as a form of dancing.
It's safe to say that both names are actually slang terms that were made up around the time the show was designed. BTW, lets not forget that some other members of B+R's gang from their pre-mutated days consisted of names like "High-Five" and "Jersey-Red".
