Because say today we are taking the measurement and tomorrow while we go with the chappals, we may find many others without chappals (because they are aware that we are going to bring the chappals today). How come?!!?

Also when we go to note the sizes, the people who are present, we can know whether they have slippers or not. We cannot get the data in case of absentees only.
