what Vani said about 49-O is correct. It is in the Election rules 1961. But 
there is a lacuna in this. If a voter chooses not to vote anyone, it is written 
"I didn't cast my vote" against the voter's name in the register in which the 
signatures of the voters are taken at the time of casting their votes. This is 
against the spirit of secret ballot. It is learnt that the EC is willing to add 
a Button "None of the above" in the EVMs. And in the by-elections which are 
necessitated by 49-O, voters cannot have the "None of the above" option.
