The thing I dont' understand here is the 5000 rs fee.  Wht is it for ???

SO if any looses ones certificate - this is the rate for reissuing a
certificate??
Is it the printing cost of the certificate?? or wht els??? How do they
justify this no?

Isn't it a govt college? If JNTU is a private college - then I am not too
surprised at them quoting that no.
