Trying to find out solution to improve Indian slums sustainably

Hello
I am working alongside Birmingham University in England to write a research
document regarding Indian Slums. It is our aim to find out the best solution
to improve Indian slums sustainably.

I would be really grateful if you could answer this one question:

What do you think will be the best design solution to improve the lives of
slum dwellers whilst sustaining the environment, keeping in mind the Indian
government will have to approve. The options are below:

1) Keep the current slums but improve certain factors such as drainage and
water access?
2) Re-house slum dwellers into the tower blocks suggested by the Indian
government?
3) Build cheap horizontal housing and make slum living even more
unattractive so slum dwellers will move out from their current settlements?
4) Train slum dwellers in the building industry and allow them to build
their own homes?
5) Re-house slum dwellers into sustainable high-rise buildings? Or,
6) construct brand new cities?
Could you please explain the answer you have chosen.
