Is /etc garantished to be read/write ? Moreover, this dir has to by
writable by anonymous user (or whichever user you are running tomcat as),
and it is not a good idea in /etc...

Caution, /var/www is not data location for apache only, but data location
for www services. I'd suggest /var/www/work and /var/www/works instead (or
/var/www/tomcat/work and /var/www/tomcat/webapps)
