The short answer is: no. The shared CL is meant for relatively stable code (e.g. JSTL). Also, there is no sensible way for Tomcat to track changes in shared without reloading all contexts (which is pretty much a shutdown/startup).
I'm guessing (from the use of '%' and '\') that you are using a Windows box. On a *nix box, I'd suggest configuring Tomcat to follow soft-links, and soft-link your classes into the contexts that need them.
