It looks like a bug -- file it in Bugzilla.
You can't stop the file being re-written, and if you have any comments
in the file they'll be removed.
I'm not sure if XML entities are allowed or not. It's really intended
to be a simple, get started quickly mechanism. Not a complete
enterprise user database solution ;)
BTW, what makes you think UserDatabase is new? ;)
