To start Tomcat as a nonroot user, some people use jsvc:

(I forget the exact page, but I believe
it's in the Commons collection)
I use Erni, but then again, I'm a little biased: ;)

I'm sure there are other ways, including 'su -c'.
Perhaps you've run into a permissions problem...?
