Not necessarily true: the easiest thing is to create your webapp under
tomcat's webapps directory.

Which one is it, WEBINF or WEB-INF?  It should have a hyphen.

You probably want /sampleapp or better yet /Hello as your url-pattern.
Then you can access the servlet as
http://yourhost:yourport/sampleapp/Hello.
