Tomcat will deploy a webapp from any war file it finds in /webapps.  It
will configure the context to be the name of the war.  So vale.war
becomes /vale.
 
THEN , in ADDITION to this context, you've configured one in server.xml
to be at /dept/post/vale. This will also get deployed.
 
1) turn off autodeploying of WAR files from the webapps directory in
server.xml
2) don't put vale.war in webapps.
