After several installs and uninstalls of Java and Tomcat I have got Tomcat
running properly as a service. While I don't have any real answer to the
problem, I thought I'd share the experience so someone else might benefit:

I have TC 4.1.24 and JDK 1.4.1 installed in non-default locations. I
installed Tomcat 5 to non-default location. TC failed to run as a service.
I installed JDK 1.4.2 including the Public JRE to default locations. I
installed Tomcat 5 to the default location. TC worked as a service. I
reinstalled both without the Public JRE. TC service still worked. I
reinstalled both to non-default locations. TC service still worked. I
uninstalled both and installed TC 5 to non-default location (using the
previously existing JDK 1.4.1). TC service still worked. So ultimately I
ended up with the same configuration I had with the service failing.
Therefore I can only conclude that the installation of JDK 1.4.2 fixed
some registry problem or something. I don't know.

The installation is not complete. I'll let you know if there are any more
problems.
