No, Tomcat 3.2.1 supports JSP 1.1 all by itself. However, the
Jakarta-Taglibs tags will run just fine on top of Tomcat.

There is no "SUN JSP 1.1 Taglibs" implementation, per se. Servlet
containers (including Tomcat) implement the JSP 1.1 Specification, which
includes the ability to run custom tags. Jakarta-Taglibs is a collection
of custom tags that you can use on Tomcat or many other servlet
containers.

Same answer, although Tomcat 4.0 supports the JSP 1.2 Proposed Final Draft
specification (which also requires it to support JSP 1.1 based
applications in a backwards-compatible fashion).

Yes ... there have been several improvements in tag libraries. The best
source of information on what is new is to download the JSP 1.2 draft spec
<http://java.sun.com/products/jsp/download.html> and read the
"Changes" section. All of the differences are also highlighted by change
bars.
