No, I don't know how you're getting that out of the reference below but there's no requirement to have your context -- any context -- defined in server.xml.

Trust me, I've got several 5.5.x machines running right now, and
*all* the contexts are defined in either /META-INF/context.xml or
$CATALINA_HOME/conf/{engine}/{hostname}/{context}.xml
