Well in theory it makes no difference whether it's in
httpd.conf or the file you include in httpd.conf
because logically they are the same thing. Bugs (of which I
know nothing) are a different matter; there may be a bug
which says you can't do certain things in include files.
I don't know anything about -c INCLUDE - maybe that's buggy.
What's the exact error you are seeing, and in which file?
