You probably did this but I'll ask anyways. When you put the jars in the WEB-INF\lib folders, did you make sure to delete the shared versions from %CATALINA%\lib and %CATALINA%\shared\lib ?
Again it may be a problem with the JDBC Driver. Check on the Oracle forums to see if anyone is having similar problems.
