This has been discussed at length over the last 2 weeks or so. Please check the archives before posting a question like this.
There is an issue with Tomcat-4.1.10 where it uses Ant to do the compilation and for some reason, the way things are set up it only compiles JSP's on the C: drive. Try a nightly or wait for Tomcat-4.1.11 if you want it to work for alternate drives.
