Hi, You can have .so on Apache 2.0.x under Windows. When you compile Apache by your self all the files are .so. You can try to rename them on .dll, but it doesn't change anything for Apache.

You need to find a mod_webapp.dll file, of which you will not find one. It is not [yet] supported for Windows.
