I would like to point out that my previous question to this list, just minutes before Mauro's is a related problem.
I am using <Resources allowLinking="true"/> and Tomcat 4.1.12 cannot not find my webapp JAR files in WEB-INF/lib. Unlike Mauro, though, I do not have symbolic links to the JARs.
