Sandra - I have had similar experiences with similar frustrating results, and it always seems to be placement of the <Context> </Context> tags - for some reason sometimes you need closing </Context> tags, other times you don't, I can't seem to figure out when to use them and when not to, so I end up fiddling around with various combinations until Tomcat starts! (that was a really dumb answer but it works for me)
