are you using tomcat as a service? if so, you should be able to change jvm settings in the registry for the service HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\&name of your tomcat service%\Parameters... i have not done that, but my guess is that it should work..
