open regedit and find
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\%name of your tomcat service%\Parameters
%name of your tomcat service% will be something like apache tomcat 4.0 or whatever the name of the service (i tend to change mine, thus don't know what default is...) and one of the parameters is JVM library.. that's what determines the JDK (I am pretty sure..) try to change that to the one you want to use..

Changing JAVA_HOME and restarting the server should be sufficient. Is it not?
