Try losing the double quotes around the path names and also use forward slashes instead of backslashes, that is how my working OPT's are set.
That isn't your whole workers2.properties is it? Are you setting it up to run in process via JNI (that's the recommended way)? If so you should have a worker.jni:onStartup section along with a worker.jni:onShutdown, if you don't have these let us know and I will post what needs to go there.
