As you have already been told WEB-INF has a special meaning. You should know that it is possible to move this and any application to anywhere on your system but this involves configuring the server to know where it has been moved to.
For now don't worry about that kind of thing and just go with as many of the default settings as you can. If you NEED to move it you can mail me and I'll give you instructions.
