portmapper gives basic RPC port services management, but what are
you trying to do with it?  NFS?  NIS? ...

Sounds like an incompatability between the portmapper and the RPC
server you are trying to run.

That's ok.  As long as these daemons are listening to a network
socket, you should be able to get it to work.  Even localhost.
