I just ran the same thing (except I mounted directly to /mnt instead
of to /mnt/new), and got no errors.

You don't say which version of tomsrtbt you are using. I just pulled
tomsrtbt-1.7.361 in from tucows; it is dated Jun 6 16:45. So if you
have an earlier version, try upgrading.
You have upgraded your RH 7.1 system, apparently. Mine is standard
from the RH7.1 CD, still warm from the installation. You might try
downgrading lilo.
Another possibility is that you are trying some function which I don't
have in my /etc/lilo.conf. On my test machine, I have the standard,
off the shelf RH 7.1 lilo.conf:
boot=/dev/hda
map=/boot/map
install=/boot/boot.b
prompt
timeout=50
message=/boot/message
linear
default=linux
image=/boot/vmlinuz-2.4.2-2
label=linux
read-only
root=/dev/hda5
other=/dev/hda1
