Interesting.  I wonder if they assume that UNIX systems will break
compatibility or give up on supporting 32-bit applications past that
point?

In any event, we were not talking about representing file system
objects.  At least some file systems can already do that.  What we're
talking about are the APIs used to access that information.

It's a subtle but important distinction.
